NABU Says Galushchenko May Have Influenced Energy Regulator
Former Minister of Energy and Justice German Galushchenko could influence the National Commission for the Regulation of Energy and Energy Efficiency of Ukraine, which should be independent. He did this both during his work at the Ministry of Energy and during his work at the Ministry of Justice.
This was stated by the head of the NABU detective unit, Oleksandr Abakumov, during a meeting of the Verkhovna Rada's TSC on Economic Security, Suspilne reports.
According to him, during the review of the contents of Herman Galushchenko's phone, NABU investigators discovered correspondence with the head of the National Commission for State Regulation of Energy and Utilities (NKREKP), Yuriy Vlasenko. In it, Galushchenko allegedly actually gave instructions to the head of the regulator on where and how to conduct inspections, as well as how to respond to requests from NABU regarding other criminal proceedings.
The format of interaction between the former Minister of Energy and the National Commission for the Regulation of Energy and Utilities of Ukraine (NKREKP) has signs of an actual restriction of the regulator's institutionality... Among other things, the regulator was actually tasked, together with other agencies, to conduct a market analysis, determine price caps, and prepare proposals for the functioning of energy markets.
According to Abakumov, this criminal case concerned solar power plants associated with the brother of the former deputy head of the OP, Rostislav Shurma.
In addition, Abakumov said that Galushchenko, in addition to correspondence, also had meetings with Vlasenko in the building of the Ministry of Energy. Galushchenko also had similar contacts with the head of the National Commission for the Regulation of Energy and Utilities of Ukraine after he left the Ministry of Energy and received the position of Minister of Justice.
German Galushchenko is a suspect in the EBK database.
