SSU exposes UAH 50 mln embezzlement at Trypilska TPP

Law enforcement officers have uncovered a scheme to embezzle funds from a state-owned enterprise intended for the restoration of Ukraine's energy infrastructure. According to the investigation, the suspects allegedly embezzled over 50 million hryvnias, which were allocated for the restoration of the Trypillya thermal power plant after Russian shelling.
This was reported by the press service of the Security Service of Ukraine.
The investigation established that the heads of two contracting companies that performed construction and installation work at heat-generating facilities were involved in organizing the "scheme." The companies won tenders and concluded contracts for the implementation of state orders for the reconstruction of the Trypillia TPP for a total amount of over UAH 500 million.
Law enforcement officers found out that the suspects artificially inflated the cost of services, building materials, and technical equipment during the repair of the energy facility. The resulting "difference" was distributed among all participants in the transaction.
It turned out that contractors purchased working materials from controlled companies, where the cost was 30 percent higher than the market price. Thus, during 2023-2025, they transferred almost UAH 50 million to the accounts of affiliated companies and cashed out
The SSU noted that expert studies confirmed the damage estimates. During the first stage of searches at the homes and offices of the suspects, computer equipment, mobile phones, and draft documentation with evidence of illegal activity were seized. Over UAH 19 million in cash was also found.
Six defendants, including three alleged organizers of the "scheme", two heads of private companies and their accomplice, were reported under suspicion under Part 5 of Article 191, Part 3 of Article 209. The sanction of the articles provides for up to 12 years of imprisonment with confiscation of property. An investigation is currently underway to bring all participants in the transaction to justice.
We also previously reported that the CEO of one of Kyiv's municipal enterprises was detained on suspicion of bribery. According to the case materials, he demanded UAH 1.2 million for signing a contract with a company that won a tender for UAH 8.29 million to supply equipment to schools in the capital .
In addition, in the Cherkasy region, the official is suspected of official negligence: according to the investigation, his actions caused the community losses of over five and a half million hryvnias during the construction of a shelter at an educational institution .
