Violations found in ex-Minstrategprom deputy’s declaration

The NACP found inaccurate data in the declaration of 10.02 million hryvnias from the former Deputy Minister for Strategic Industries (Minstrategprom) Vitaliy Nemilostivy.
This became known from the results of a full audit by the NACP of the 2021 declaration, which he submitted in August last year.
In section 2.1 of the declaration, Nemilostivy indicated that he had no identification data outside Ukraine, selecting the “Data missing” option. However, the Unified State Demographic Register confirmed that he had a passport of a citizen of Ukraine for traveling abroad.
The merciless one declared valuable movable property belonging to his wife, but the NACP was unable to verify its existence or value due to a lack of information. In particular:
· Jewelry sets (earrings, wedding rings, pendants, necklaces) from the brands Bruguet, Graff, Nico Juliany.
· Bellduc bracelet, Breguet watches (models 8908, 8958, 8909).
· Collection of paintings by Soviet and Ukrainian artists (XX–XXI centuries, 4 items).
· Collection of icons (19th–21st centuries, 4 items).
· Fur products: Elpidio Loffredo chinchilla fur coat, Rindi sable fur coat, Florence Mode lambskin, Antonio Didone mink.
· Hermes bags (3 units), Chanel (2 units), Dior (3 units).
The merciless man explained that the property was purchased by his wife before marriage, but the documents were not preserved, and the origin of the property was unknown to him.
The ex-official indicated a rented Porsche Cayenne (2013) worth UAH 302,000, owned by PRAT Kharkiv Transport Equipment Plant LLC. The NACP's request to the owner was returned with the mark "Expiration of storage period", so it was not possible to verify the fact of the rental.
Nemilostivy did not indicate that he is the ultimate beneficial owner of LLC "Eko-komunenergo" (EDRPOU code 34754224), which is confirmed by the Unified State Register of Legal Entities. He explained this as a mistake, but this does not refute the violation.
The former official declared his wife's cash: UAH 1.5 million, USD 50 thousand, EUR 50 thousand, CHF 40 thousand, GBP 120 thousand — approximately UAH 10.02 million. Nemilostivy noted that the funds were acquired by his wife before marriage, but the documents were not preserved. According to the Federal Tax Service, his wife's income for 1998-2021 amounted to UAH 385 thousand, plus social benefits in 2021 — UAH 61 thousand. His wife's expenses included the purchase of an apartment for UAH 2.05 million, which, according to the agreement, was financed by the spouses' joint funds. The NACP believes that his wife's income and expenses do not allow him to accumulate UAH 10.02 million.
The NACP issued a conclusion regarding false declaration under Article 366-2 of the Criminal Code.

In addition, the HACC seized the assets of former Kyiv City Council deputy Denys Komarnytskyi, his wife Iryna, and his driver Yuriy Dashkov as part of a case involving land grabbing in the capital.
