UAH 2.4 mln embezzlement uncovered in Kamianets-Podilskyi

The police have uncovered a scheme to embezzle UAH 2.4 million of budget money allocated for the overhaul of the catering unit of a lyceum in Kamianets-Podilskyi. According to the investigation, four officials are involved in the crime. This was reported by the press services of the Prosecutor General's Office and the Khmelnytskyi police.
Investigators established that a total of UAH 12.2 million was allocated from the state and local budgets for the renovation of the catering unit of the lyceum in Kamianets-Podilskyi. In October 2024, the Department of Education and Science of the City Council concluded a contract with a small private enterprise, which was supposed to complete the work by December 2024.
According to law enforcement, the head and deputy head of the education and science department, the technical supervision engineer, and the head of a private enterprise acted in a prior conspiracy. They three times entered false information about the scope and cost of work into the acts of completed work, as a result of which they overstated them by more than UAH 2.4 million.
In particular, the head of the contractor overstated the indicators of the work performed, the technical supervision engineer confirmed their quality and volume, and education department officials signed documentation with unreliable data.
The prosecutor's office does not name the suspects. At the same time, according to open sources, the head of the Department of Education and Science of the Kamianets-Podilskyi City Council since 2019 is Serhiy Melnyk, and his deputy is Yulia Sabat.
Officials of the Department of Education and Science, who are also deputies of the Kamianets-Podilskyi City Council, were charged under Part 5 of Article 191 of the Criminal Code of Ukraine (embezzlement of property through abuse of official position). They face up to 12 years in prison.
The technical supervision engineer and the head of a private enterprise are charged with aiding and abetting embezzlement of property (Part 5 of Article 27, Part 5 of Article 191 of the Criminal Code of Ukraine).
