Supreme Court refuses to suspend sentence of former Sumy village head
The Supreme Court did not stay the execution of the verdict, which sentenced the former head of the Bytytskyi Village Council of the Sumy region, Yuriy Tsaplienko, to 3.5 years in prison and Viktor Zatsepin, a former legal advisor to the Bytytskyi Village Council, to 3 years for fraud.
As is known, the Supreme Anti-Corruption Court found Tsaplienko and Zatsepin guilty. They were sentenced to 5 years of conditional imprisonment with a probation of 3 years. Later, the Appeals Chamber of the Supreme Anti-Corruption Court changed the sentence to real: 3.5 years of imprisonment for Tsaplienko and 3 years for Zatsepin. The defense filed cassation appeals and requested to stay the execution of the sentence.

According to the prosecution, in April 2016, the head of the Bytytsk village council, Tsaplienko, demanded that an individual entrepreneur transfer to him an illegal benefit in the amount of 120 thousand dollars for a positive resolution of the issue of transferring to him land plots of about 600 hectares for use. Therefore, Tsaplienko, in a preliminary conspiracy by a group of persons with lawyer Zatsepin, on May 4, 2016, received from the entrepreneur a part of the illegal benefit in the amount of 1,000 dollars, and later received another part of the illegal benefit in the amount of 2.53 million UAH.
