Embezzlement of UAH 1.5 million from Kyiv shelter repairs uncovered

The Security Service and the National Police have exposed a scheme to embezzle budget funds managed by the Kyiv City State Administration (KCSA).
According to the case materials, officials of one of the district administrations of the city of Kyiv embezzled almost 1.5 million hryvnias from the city budget, which were intended for the repair of an underground shelter for a lyceum in the city center.
The investigation established that the head of the local education department was involved in organizing the transaction. The official involved the director of an affiliated construction company in the illegal activity.
It was established that in the spring of 2022, the official concluded a contract with him for the overhaul of the underground shelter of the educational institution for almost 4 million hryvnias. However, according to the case materials, during the year of reconstruction, the defendants stole 38% of this amount. To implement the "scheme", the official and the contractor artificially inflated the cost of the work, and after its completion, they signed the relevant acts.
To "cover up" the deal, the official recruited another accomplice – a technical inspection engineer, who made a fictitious conclusion on the correspondence of the funds spent to the repairs made.
A comprehensive forensic construction, technical and economic examination initiated by law enforcement officers confirmed the facts of crimes committed by the defendants.
Currently, all three perpetrators have been notified of suspicion in accordance with the crimes committed under three articles of the Criminal Code of Ukraine:
▪️ Part 5 of Article 191 (embezzlement, embezzlement of property or taking possession of it through abuse of official position, committed on a particularly large scale by an organized group);
▪️ Part 2 of Article 366 (official forgery);
▪️ Part 2 of Article 367 (official negligence).
The perpetrators face up to 12 years in prison with confiscation of property. An investigation is underway to identify the entire group of perpetrators.
We previously reported that a former official of Kyivzelenbud overpaid 200,000 hryvnias during the renovation of a park in the Darnytskyi district of Kyiv . He faces eight years in prison.
In addition, law enforcement officers detained a group of officials and businessmen who embezzled budget funds allocated for road repairs in the Kharkiv region . The amount of damage caused reached almost 20 million hryvnias, the press service of the National Police of Ukraine reported.
