Bribe Payer to Yavoriv Education Chief Identified

The Strategic Investigations Department of the National Police reported details of the detention of the head of the education department of the Yavoriv City Council, local deputy Volodymyr Bayda, on bribery charges. It turned out that he received a bribe of UAH 821 from a deputy of the Starosambir City Council, local businessman Maryan Yavorsky, who lobbied for the interests of commercial structures in a tender.
As reported by the Strategic Investigations Department of the National Police, deputies of the Starosambir and Yavoriv city councils in the Lviv region are involved in the corruption scheme. They were involved in concluding contracts for the purchase of goods and services using budget funds.
One of the defendants lobbied for the interests of certain commercial structures, and the other (the head of the education department – Ed.) ensured their victory in government procurements. The reward was 5-10% of the total amount of the concluded contracts. Currently, investigators have informed both defendants of suspicion
Law enforcement officers are not disclosing names. However, according to media reports, this is Volodymyr Baida, the head of the education department of the Yavoriv City Council, whose detention has already been reported. He is also a city council deputy from the "Batkivshchyna" party.
The operatives recorded the facts of the head of the education department receiving 275 thousand and 546 thousand UAH of illegal benefits from a colleague-deputy from the Starosambir City Council. According to media reports, Volodymyr Bayda's accomplice was Starosambir deputy Maryan Yavorsky.
During the searches, law enforcement officers seized more than 1.6 million hryvnias, 14.5 thousand dollars, 2.5 thousand euros, a car, dozens of bank cards, etc. from the suspects.
Both detainees were informed of the suspicions. Deputy of the Yavoriv City Council Volodymyr Baida for receiving unlawful benefit (Part 4 of Article 368 of the Criminal Code of Ukraine), and deputy of the Starosambir City Council Maryan Yavorsky – for providing unlawful benefit (Part 3 of Article 369 of the Criminal Code of Ukraine). The sanctions of the articles provide for punishment in the form of imprisonment for a term of up to 12 and 8 years, respectively.
