Qualification: Part 3 Art. 27, Part 2 of Art. 28, Part 2 of Art. 364 of the Criminal Code — assignment of grave consequences due to abuse of power or official position, i.e. deliberate use of power or official position by an official against the interests of the service, with the aim of obtaining any unlawful benefit for himself or another natural or legal person, if it caused significant damage to the protected by law, the rights, freedoms and interests of individual citizens or state or public interests, or the interests of legal entities - shall be punished by deprivation of liberty for a period of three to six years with deprivation of the right to hold certain positions or engage in certain activities for a period of up to three years, with a fine of seven hundred to one thousand tax-free minimum incomes of citizens.

The plot of the case: Granovskyi is considered the organizer of a corruption scheme that caused UAH 93.3 million in damage to Odesa Port Plant JSC. The investigation established that ex-Deputy Granovsky, through his assistant Tkachenko, organized a scheme according to which OPZ sold mineral fertilizers to a predetermined company, Newscope Estates Limited, at prices lower than market prices. Later, this company resold the goods to foreign companies from the real sector of the economy at competitive prices. However, OPZ provided physical supply to these companies. The scheme operated during March-December 2015. OPZ officials were involved in its implementation.

On October 21, 2022, NABU and SAP informed Oleksandr Granovsky about the suspicion.

On November 15, 2022, the National Anti-Corruption Bureau declared Granovsky wanted.

On November 15, 2023, the National Anti-Corruption Bureau and the Specialized Anti-Corruption Prosecutor's Office asked the court to grant permission for an absentee investigation of the case against Oleksandr Granovsky, a former People's Deputy from the Petro Poroshenko Bloc faction. On October 13, 2023, VAKS allowed an absentee investigation.

In August 2024, the investigative judge of the High Anti-Corruption Court overturned the suspicion of organizing a corruption scheme at OPZ - the SAP began to appeal this decision.

On September 18, 2024, the Appellate Chamber of the Higher Anti-Corruption Court granted permission for an absentee investigation of former People's Deputy Oleksandr Granovskyi, whom NABU and SAP suspect of organizing the task of 93.3 million UAH in damages to the Odesa Port Plant.

Persons potentially involved in the schemes of Oleksandr Granovsky: 

  • Olga Tkachenko is a former member of the OPZ board, was notified of suspicion, arrested in absentia, declared wanted.
  • Pavlo Chumak - owner of Newscope Estates Limited, suspicion was reported, arrested in absentia, wanted.

Scandals :

In November 2016, the former president of Georgia and ex-head of Odesa Region Mikheil Saakashvili accused Oleksandr Granovsky and Ihor Kononenko of preparing the issue of depriving a politician of Ukrainian citizenship on the instructions of President Petro Poroshenko. People's deputy Oleksandr Granovsky called the accusations against him as having nothing to do with real life.

In December 2016, MP Oleksandr Onyshchenko stated that he participated in bribing the votes of Verkhovna Rada deputies for Petro Poroshenko together with Igor Kononenko and Oleksandr Granovsky. The latter denied these accusations.

In 2016, according to Ukrainska Pravda sources, Granovsky took part in the deportation of Kyiv bribe-taking judge Mykola Chaus (currently convicted) in 2016, when he was caught taking a bribe, to Moldova together with the scandalous former capital prosecutor Serhii Lysenko. 

Persons who should have responded to Oleksandr Granovsky's corruption schemes: 

GPU At the time of the obvious corruption schemes for companies controlled by Oleksandr Granovsky, the General Prosecutor's Office of Ukraine was headed by Yuriy Lutsenko.

NABU At the time of Granovsky's organization of the schemes for the companies controlled by him, the head of NABU was Artem Sytnyk. 

Fortune: 

People's deputy from the Bloc Petro Poroshenko faction Oleksandr Granovsky used, but did not declare, a number of luxury cars registered to third parties for two years, including a former traffic officer and employees of a law firm close to the deputy. The incomes of these persons are not commensurate with the value of the expensive cars issued to them. This is stated in the investigation of the journalists of the "Schemes" program. 

During 2016-2018, the "Scheme" film crew recorded at least seven such expensive cars, which were driven directly by the deputy or used as a car escort. Among them, in particular, three Mercedes S-class, two Toyota Land Cruiser 200, two Audi A8 and Mercedes Benz Vito. According to the assessment of car market experts, the estimated cost of these cars varies from 40 to 100 thousand dollars for each one.

In addition, "Schemes" also discovered that the People's Deputy is renting an apartment in Kyiv on Shovkovychnya Street, apparently at an underpriced price. Journalists also recorded cars used by Granovsky driving onto the territory of the estate in Kozyna. "This house was mortgaged in August 2017 by Vyacheslav Afonin. The same one on which the minibus that accompanies Granovsky's car on trips is registered. The same Afonin, who can be seen in the photo from the page on the social network of Viktor Barsuk's legal company," the investigation says. The journalists came to the conclusion that the real lifestyle of Oleksandr Granovsky compared to the declared one may indicate the existence of an additional, unofficial source of income. "People's deputy Oleksandr Granovskyi is called not just one of the closest associates of the president, but a kind of aide-de-camp to Petro Poroshenko in matters that do not always have a relationship either to the work of the deputy or to the interests of the state in general," the investigation says.
