Former SPF Head Sennichenko Remains Under Arrest in Absentia image

The Appellate Chamber of the High Anti-Corruption Court kept the former head of the State Property Fund, Dmytro Sennichenko, in absentia detention. NABU and SAP suspect him of creating a criminal organization and money laundering.

As you know, the anti-corruption court arrested Sennichenko in absentia. His lawyer filed an appeal against this decision.

On October 30, 2024, the Appeals Chamber considered the defense's appeal against the decision of the Investigating Judge of the State Criminal Court of Ukraine dated 05.07.2024 to elect in absentia a preventive measure in the form of detention for the former head of the State Property Fund of Ukraine. According to the results of the review, the panel of judges of the AP VAKS dismissed the appeal of the defense party without satisfaction, and the decision of the investigative judge of VAKS remained unchanged

According to the investigation, the ex-head of the State Property Fund Dmytro Sennychenko and other persons committed two episodes of criminal activity. The first is related to corruption at "Odesa Port Plant" (99.56% of shares belong to the state). According to the investigation, at the beginning of 2020, the head of the FSMU succeeded in electing "loyal" members of the OPZ supervisory board, who later agreed to the appointment of a member of a criminal organization as the director of the plant. According to the scheme of the plant, for the period from May to December 2020, OPZ lost more than UAH 390 million.

The second episode concerned UMCC. NABU and SAP established that in October 2020, the organizer of the ZO succeeded in appointing a "loyal" acting director of UMCC. He, for his part, in compliance with the instructions "from above" during 2020-2021, on behalf of the state-owned enterprise, deliberately entered into four contracts for the sale of titanium-containing raw materials (ilmenite concentrate) with a Czech company under the control of the adviser to the chairman of the SPFU at discounted prices. This product was then resold at market prices. As the investigation established, ilmenite concentrate was supplied to enterprises of the Russian Federation and to the territory of the temporarily occupied Crimea. This resulted in more than UAH 118 million in losses to the state.
