Mobilization evasion scheme exposed in Zakarpattia image

In Zakarpatiya, the State Bureau of Investigation has completed a pre-trial investigation into suspects in organizing a scheme to evade mobilization through false diagnoses of mental disorders in conscripts. Six officials and doctors from the Beregov, Khust, and Vynohradiv districts of the region are accused of illegally transporting men across the border.

According to the investigation, starting in August 2024, conscripts were sent to loyal doctors who made fictitious diagnoses and kept the men in hospital for some time. After that, certificates were issued stating that they had mental disorders, which could be grounds for exemption from military registration and travel abroad.

The scheme involved the head of one of the departments of the Beregov district TCP, an official of the military medical commission, two psychiatrists from the Khust and Vynohradiv district hospitals, as well as two civilians. The service cost $14,000 per man.

The suspects were removed from their positions and taken into custody with the possibility of bail.

They are accused of illegally smuggling people across the state border and receiving unlawful benefits for influencing decision-making by officials (Part 3 of Article 332, Part 2 of Article 27, Part 3 of Article 28, Part 2 of Article 369-2 of the Criminal Code of Ukraine). They face up to 10 years in prison.

They caused damage to the environment worth over 12 million hryvnias: foresters in Transcarpathia were informed of the suspicion.
