NABU Searches Ex-KNISE Head in Vitiuk Case

The National Anti-Corruption Bureau conducted a search at the residence of the former Director General of the Kyiv Research Institute of Forensic Expertise Oleksandr Ruvin as part of criminal proceedings separated from the case of the former Director of the Cybersecurity Department of the Security Service of Ukraine Ilya Vityuk on illegal enrichment.
This is evidenced by the materials of the court case and confirmed by the interlocutors of "Word and Deed" in anti-corruption bodies.
According to Slovo i Dilo, on August 12, NABU detectives searched Ruvin's home and seized his mobile phone. He was not given a password and it was blocked. Therefore, NABU recognized the phone as physical evidence, and the Supreme Anti-Corruption Court ordered his arrest.
The specified investigative actions took place within the framework of the case of the alleged forgery of the expert examination and the preparation of a knowingly false expert opinion regarding the value of the apartment of the wife of the former SBU officer Vityuk. As the investigation indicates, in May 2024, the NABU detective appointed an expert examination in the Vityuk case and instructed the researchers of the KNDISE to conduct it. Already in November of the same year, the detective requested to return all the materials to the initiator of the expert examination and to leave the relevant resolution without execution.
A couple of weeks later, the materials that were provided to the expert for the study were returned to the NABU. The letter was signed by the head of the KNIISE at that time, Ruvin. In February 2025, detectives learned that the KNIISE experts had conducted a forensic evaluation and construction examination, despite the return of the documents and the withdrawal of the resolution on the appointment of the study. According to the investigation, the date of execution was falsified in the documents and the appearance was created that the study was conducted before the withdrawal of the examination. Some documents were created in December 2024, but artificially dated to November.
In addition, NABU detectives have at their disposal correspondence from some KNIISE experts regarding determining the value of Vityuk's wife's apartment and are underestimating its value based on irrelevant objects.
Ilya Vityuk is a suspect in the EBK database.
As a reminder, NABU and SAPO have completed the investigation into the former director of the SBU cybersecurity department, Ilya Vityuk. According to the investigation, in December 2023, the suspect purchased an apartment for UAH 21.6 million and registered it for his wife. At the same time, according to the contract, its value is UAH 12.8 million.
To substantiate the origin of the funds, the wife indicated that she earned them as an individual entrepreneur - from February 2022, she provided legal and consulting services. However, according to NABU and SAPO, the indicated services were not provided. In addition, there is no confirmation of the legal origin of the remaining funds spent on the purchase of the apartment in the amount of UAH 8.8 million.
