NABU Charges Former DFS Deputy Head with Abuse of Office image

The National Anti-Corruption Bureau and the Specialized Anti-Corruption Prosecutor's Office reported suspicions against the former First Deputy Head of the State Fiscal Service of abuses that caused over UAH 641 million in losses to the budget.

This is reported by the press services of the authorities.

According to media reports, this concerns Serhiy Bilan and Oschadbank's complaint against the decision of the Office of Large Taxpayers of the State Fiscal Service regarding the assessment of the bank's monetary liability for the payment of non-resident income tax.

On February 25, 2025, under the procedural guidance of the SAPO prosecutor, NABU detectives were notified of suspicion of abuse of official position, which caused serious consequences for state interests, against the former First Deputy Head of the State Fiscal Service of Ukraine. The actions of the former official were qualified under Part 2 of Article 364 of the Criminal Code of Ukraine

According to NABU, a business entity appealed to the State Fiscal Service with a complaint about a decision to collect taxes. The suspect, having the exclusive right to sign decisions based on the results of considering complaints and acting in the interests of the business entity, intentionally failed to sign the finished draft of the relevant decision within the established period. As a result, the complaint was automatically satisfied, and the budget lost the opportunity to collect taxes and penalties in the amount of more than 641 million UAH.

Today, the investigating judge of the High Court of Criminal Appeals has applied a preventive measure to the indicated suspect in the form of a bail of almost 10 million UAH.

We previously reported that the National Anti-Corruption Bureau and the Specialized Anti-Corruption Prosecutor's Office reported suspicions to former Deputy Chief of the General Staff Radian Tymoshenko and former Chief of the Signal Corps of the Armed Forces Volodymyr Rapko in the case of the automated system "Dzvin".

Also, the former Deputy Minister of Social Policy of Ukraine was reported on suspicion of official negligence , as he organized an unfounded purchase for 24 million hryvnias.
