The head of the sector for the observance of rights and freedoms of the department for interaction with law enforcement agencies of the Dnipropetrovsk Regional State Administration, Herman Masyaikin, was found to have inaccurate information in the amount of UAH 6.04 million, which may indicate a criminal offense under Part 2 of Article 366-2 of the Criminal Code. This became known from the results of a full inspection of the NACP, which he submitted in February 2022.

Masyaikin did not declare two apartments in Kyiv (74.7 and 76.7 sq m), a land plot in the village of Stari Kodaki (992 sq m), and a house with a plot in the village of Grechane (38.8 and 2,500 sq m), which belong to Shilova's daughter Gerda. The total amount is over UAH 1.5 million.

He was found to have hidden property rights of his wife to an apartment in Kyiv (82.3 sq m) worth UAH 3.7 million, purchased under a purchase and sale agreement. Masyaikin did not display a bank account with a balance of UAH 100 thousand and understated the amounts on other accounts in PrivatBank, Oschadbank, Ukreximbank and Ukrgasbank by a total of UAH 107 thousand.

The official did not indicate his wife's debt to Volodymyr Savich in the amount of UAH 600,000 under the loan agreement.

The NACP found signs of unfounded assets worth UAH 7.3 million. Masyaikin's wife purchased three real estate properties in Kyiv with a total value of UAH 9.39 million. She cited the following as sources:

  • 270 thousand dollars (7.3 million UAH) from Pototsky's brother A.I.;
  • UAH 600,000 loan from Savych's son-in-law V.V.;
  • UAH 1.49 million in family savings.

However, it was not possible to confirm the origin of the 7.3 million UAH: Pototsky did not provide documents on the sale of apartments and cars, and the registers refute his claims. The family's legal income amounted to only 2.09 million UAH, which leaves 7.3 million UAH unexplained.

Masyaikin explained that he did not list his daughter and her property due to a "misunderstanding of the NACP's explanations," as she lives separately from her mother. Regarding his wife, he referred to her forgetfulness or her own "medical condition." The NACP rejected these arguments, emphasizing that the law requires all family members to declare their property, regardless of whether they live together.

The amount of false information is UAH 6.038 million, which falls under Part 2 of Article 366-2 of the Criminal Code (up to 3 years of imprisonment). Signs of unfounded assets of UAH 7.3 million may be grounds for civil confiscation.

However, in his declaration, the official indicated a value three times lower than this property.
