SAP Sends Pavlohrad Chemical Plant Case Defendant to Court image

The Specialized Anti-Corruption Prosecutor's Office has referred a case to court accusing Elena Zabelkina of involvement in the alleged abuse of power by Leonid Shyman, the General Director of the Pavlohrad Chemical Plant, of almost UAH 28.5 million.

This is stated in the decision of the High Anti-Corruption Court.

On February 25, 2025, the Supreme Court of Criminal Procedure received from the SAPO an indictment with annexes in criminal proceedings on charges (Zabylkina - ed.) of committing criminal offenses provided for in Part 5 of Article 27, Part 2 of Article 28 - Part 2 of Article 364, Part 5 of Article 27, Part 2 of Article 28 - Part 1 of Article 366 of the Criminal Code of Ukraine. In criminal proceedings, an open preparatory court session shall be scheduled for 2:00 p.m. on March 21, 2025 in the premises of the Supreme Court of Criminal Procedure

Recall that, according to the prosecution, officials of the PCP created such conditions that the final buyers of PCP products, mining and processing plants, had to purchase them through intermediaries.

These intermediary firms sold goods at a lower price than the companies sold their products to mining and processing plants. Thus, the difference in price remained in the accounts of the intermediary companies, and the state-owned PCP lost revenue in the amount of UAH 43.3 million.

As established by NABU and SAP, the shipment of products to mining and processing plants was not carried out by intermediary companies, but directly from the PCP to the final buyers and using the plant's facilities.

Earlier, the SAPO referred the case of former NBU Chairman Shevchenko to court.
