SSU canceled 470 fake disability certificates

According to materials from the Security Service of Ukraine, 470 medical certificates of disability issued to men of draft age at the Kharkiv Social Expert Commission (MSEC) were canceled.

In October 2024, the SSU uncovered a large-scale mobilization evasion scheme. According to investigators, the head of the MSEC and doctors sold disability certificates with fictitious diagnoses to conscripts for $2,000-5,000.

A medical document allowed draft evaders to avoid military service and regularly receive social benefits.

Currently, in addition to canceling fake medical certificates, the Security Service, together with the Pension Fund, has stopped the payment of illegally assigned pensions issued through fraud. Thanks to the prompt response, the SBU has prevented monthly state losses of over UAH 2.4 million.

Currently, the SBU has informed the head of the MSEC and seven of his accomplices about suspicions of creating a criminal organization, obstructing the lawful activities of the Armed Forces of Ukraine, facilitating the illegal crossing of the state border, and entering knowingly false information into official documents. The suspects are in custody. Soon, investigators will provide legal qualifications to five more suspects.

We will remind you that, against the backdrop of the exposure of large-scale corruption schemes in various regions of Ukraine, Volodymyr Zelenskyy announced the liquidation of the MSEC from December 31, 2024. The functions of the central medical and social expert commission were transferred to the Ukrainian State Scientific Research Institute of Medical and Social Problems of Disability of the Ministry of Health.
