Law enforcement officers are investigating illegal construction on the territory of a nature reserve fund in the central park of Khmelnytskyi. The building is a former disco club, which was purchased in 2020 by the son of the then head of the Khmelnytskyi Regional MSEK, Tetyana Krupa.

The building of the former disco club with an area of ​​over 1.3 thousand m2 is located on the territory of the park-monument of landscape art of local importance named after Mykhailo Chekman. After purchasing the object, the new owners received the land plot for use, but had the right only to reconstruct the building without changing its intended purpose.

According to the investigation, instead of reconstruction, construction of a hotel and restaurant complex began on the site. In addition, part of the development went beyond the designated area and occupied the land of the city park. The illegally occupied site was fenced off.

At the request of the State Bureau of Investigation, the court seized the property to prevent its alienation and ensure the preservation of physical evidence. Construction work was stopped, and the developer was issued an order to eliminate violations.

The State Bank of Ukraine noted that the building was purchased in November 2020 by the son of the then head of the Khmelnytskyi Regional MSEC. From open sources it is known that at that time this position was held by Tetyana Krupa, and the buyer was her son Oleksandr Krupa, then head of the Main Regional Department of the Pension Fund. According to his declaration, the club cost over UAH 1.3 million, and his wife Kateryna Krupa is a 25% co-owner of the asset.

The criminal proceedings are being investigated under Part 2 of Article 364 of the Criminal Code of Ukraine (abuse of power or official position), Part 4 of Article 197-1 of the Criminal Code of Ukraine (unauthorized occupation of a land plot and unauthorized construction), as well as Parts 1 and 4 of Article 358 of the Criminal Code of Ukraine (forgery and use of forged documents). The pre-trial investigation is ongoing.
