Fake Disability Certificate Scheme Exposed in Lviv MSEC
The SSU, together with the police and the prosecutor's office, exposed a criminal group that included MSEC officials. The participants of the large-scale scheme made money from evaders and issued them fictitious certificates on the establishment of disability groups.
The former chairman and three members of one of the inter-district medical and social expert commissions of Lviv are involved in this scheme.
It is known that, while in office, doctors entered unreliable data on the results of examinations of men of military age. On the basis of the inspection reports of the inter-district MSEC, conscripts were issued "certificates" on the establishment of a disability group. Such a "service" was provided to men without their presence and cost from 1,300 dollars per person. According to the police, the participants falsified medical histories as far back as 2022.
The law enforcement officers do not disclose details about the detainees, but several decisions have been published in the court register, from which it is known that among the suspects are the head of the Sykhiv MSEC, the surgeon of this MSEC and the doctor of the Horodotsk Central Hospital.
On the basis of forged documents, potential conscripts could freely leave Ukraine during martial law. According to law enforcement officers, more than 400 people are being checked, who received certificates from the suspects about the establishment of a disability group.
The law enforcement officers conducted 24 authorized searches at the places of residence and work of the participants of the scheme, during which they discovered and seized:
· more than 4,000 medical documents and accounting journals;
· draft records;
· almost 700 thousand hryvnias.
The investigators informed the defendants that they are suspected of committing criminal offenses provided for in Part 3 of Art. 28 – part 1 of article 366 (Official forgery committed by a group of persons) of the Criminal Code of Ukraine, as well as part 3 of article 332 (Illegal transportation of persons across the state border of Ukraine) of the Criminal Code of Ukraine. The maximum penalty stipulated by the sanctions of the articles is imprisonment for a term of seven to nine years with deprivation of the right to hold certain positions or engage in certain activities for a term of up to three years with confiscation of property.
Earlier, we reported that journalists found property in the possession of former Khmelnytskyi MSEC doctor Alla Kindzerska and her husband, which significantly exceeds their official income .
Also recently, the Security Service of Ukraine and the investigators of the National Police exposed the head of one of the inter-district centers of the MSEC in Kirovohrad Oblast, who is also an ex-deputy of the city council, in corruption schemes, the SSU and the Prosecutor General's Office report.
