The high anti-corruption court refused to close the criminal proceedings against Vasyl Lozynskyi, former Deputy Minister of Community Development, Territories and Infrastructure, of receiving $300,000 in illegal benefits through intermediaries from businessman Serhiy Kryvyi.

It will be recalled that the SAP referred to the court the case of ex-deputy minister Vasyl Lozynskyi and four other persons regarding the request and receipt of 400,000 dollars in illegal benefits.

In the summer of 2022, the Cabinet of Ministers allocated almost UAH 1.41 billion to the Ministry of Community Development, Territories and Infrastructure of Ukraine to provide the population with heat in the winter period. The investigation established that at that time the entrepreneur suggested to the deputy minister to purchase mobile boiler plants under the procedure of direct contracts, since it was about the urgent purchase of materials and equipment for the smooth passage of the heating season.

The entrepreneur, having involved two more people in the implementation of the criminal scheme, prepared an offer for the ministry with prices 25-30% more expensive than market prices. At the same time, it was created the appearance that this cost is justified, because the entrepreneur involved companies under his control, which offered similar equipment at an even higher price. Aware of the criminality of the actions and the consequences that the implementation of this scheme would entail, the deputy minister agreed to the entrepreneur's proposal for undue gain.
