Law Eliminating MSEC to Take Effect from 2025
President Volodymyr Zelenskyy signed a law that provides for the liquidation of all medical and social expert commissions (MSEC) .
The law provides that from January 1, 2025, expert commissions will begin operating in cluster and ultra-cluster hospitals, replacing the MSEC. They will conduct assessments according to the criteria of the International Classification of Functioning, Disability, and Health.
To stop corruption, the commissions will selectively receive patients for consideration, but neither the patient nor the commission will know which doctor will consider the issue.
At the same time, the previously established statuses of persons with disabilities, as well as the medical and social examination for children, will remain unchanged.
