HACC Upholds Bail for Ex-Ukrkomunobsluhovuvannya Director Sushon image

The Appeals Chamber saw no grounds for changing the preventive measure applied to the former director of the state-owned enterprise "Ukrkomunobslugovuvannya" Alla Sushon in the case of Deputy Prime Minister - Minister of National Unity Oleksiy Chernyshov.

As is known, the anti-corruption court released the former director of the state-owned enterprise Sushon on UAH 1 million bail. She was given the following obligations: to appear upon request; not to leave the city of Kyiv and the Kyiv region without permission; to report a change of residence and/or work; to hand over foreign passports for safekeeping; to refrain from communicating with a number of persons and to wear an electronic bracelet. The prosecutor of the Specialized Anti-Corruption Prosecutor's Office filed an appeal against this decision.

The appeal of the SAPO prosecutor shall be dismissed, and the ruling of the investigating judge of the High Anti-Corruption Court of June 18, 2025 shall be left unchanged. The ruling shall enter into force from the moment of its promulgation and shall not be subject to appeal in cassation proceedings.

Recall, NABU and SAPO reported suspicions to individuals associated with Deputy Prime Minister Oleksiy Chernyshov. According to the investigation, developer Serhiy Kopystyr developed a scheme to illegally obtain a land plot in Kyiv for the construction of a residential complex. To do this, he turned to top officials of the Ministry of Regional Development, who created conditions for the transfer of land to a state-controlled enterprise. The latter, in turn, illegally concluded investment agreements with the "necessary" construction company.

According to them, the developer was supposed to give the state a part of the future apartments in a quantity proportional to the value of the land plot. In order to minimize this quantity, the land and the buildings on it were valued almost five times cheaper, and the difference between this valuation and the market value exceeded 1 billion UAH. It was this amount that the state would have received less real estate in the event of the execution of the contracts. This was prevented by the seizure of the plot, imposed at the request of the NABU and the SAPO.

For the successful implementation of the deal, the developer "rewarded" top officials of the ministry and persons designated by them with a significant discount on apartments in already constructed residential complexes. With it, the cost of a square meter was from 1 thousand UAH to 8 thousand UAH, with the minimum market value of such apartments being about 30 thousand UAH per sq. m. The total amount of the unlawful benefit provided amounted to 16.8 million UAH.

At the request of the NABU and the SAPO, most of the illegally obtained apartments were also seized.
