HQCJ member Luhanskyi suspected of fund embezzlement

NABU and SAPO have notified retired judge and current member of the High Qualification Commission of Judges Volodymyr Luhansky of suspicion of embezzlement of state funds in the amount of over half a million hryvnias.

The suspect, while serving as a judge, used the “scientific degree of Doctor of Philosophy” as a pretext for accruing a 15% increase to his salary and pension. He received it back in 2011 in violation of the procedure, since no university at that time had the right to award such a degree, and a corresponding non-state diploma could not serve as a basis for any additional payments.
As a result, since 2015, the suspect has illegally received funds from the state budget in the amount of over 576 thousand UAH.
As reported by "Sudovo-Yurydychna Gazeta", this concerns a member of the Supreme Judicial Council Volodymyr Luhansky. It is noted that in October 2024, the Supreme Judicial Council created a commission to verify the integrity of the retired judge. The basis for this decision of the Supreme Judicial Council was the appeal of the public organization "Anti-Corruption Action Center" dated September 10, 2024 regarding Volodymyr Luhansky.
Public activists reported to the Commission that from April 2015 to September 2020, Volodymyr Luhanskyi, in their opinion, unjustifiably received at least 160,074 hryvnias for having a PhD (15% of a judge's official salary).
According to the public's conclusions, Volodymyr Luhansky, who at the time was a judge and chairman of the Severodonetsk City Court of the Luhansk region, had no right to receive the specified money.
