Doctors in Lviv region suspected of disability-for-bribe scheme

In the Lviv region, operatives of the Strategic Investigations Department of the National Police, together with the SSU, exposed the deputy director of the Novoyarychiv district hospital, a doctor of the regional veterans' hospital in Vynnyky, and an employee of the regional emergency medical care center, who, in exchange for bribes, issued fictitious medical documents to establish group III disability.
As reported by the prosecutor's office and the SSU of Lviv region, the deputy director for medical services of the district hospital in Lviv region organized a scheme to illegally receive money from a 30-year-old Lviv resident. The official promised to issue fictitious medical diagnoses, issue hospital discharge certificates without actual hospitalization, and also to have an expert team make a positive decision on establishing disability. He estimated his services at $10,000-15,000.
The official involved an orthopedic traumatologist from the regional hospital and an employee of the city medical center in implementing the corruption scheme.
It was established that during April-September 2025, the suspects conducted examinations and prepared medical documentation without the man actually being treated. The money was transferred in installments - from 300 to 500 USD for each examination and certificate. For another 6,500 USD, the official guaranteed that the members of the expert team assessing the person's daily functioning would make the necessary decision for the client.
In total, the suspects were documented to have received $8,300. Investigators are investigating information regarding the possible production of fake documents by the perpetrators to evade mobilization for more than 80 military conscripts.
Law enforcement officers are not disclosing any more details of the case. According to media reports, suspicions were raised against Roman Vytrykush, deputy director of the Novoyarychiv District Hospital, Yuriy Trutyak, an orthopedic and traumatologist at the Lviv Regional Hospital for War Veterans and Repressed People named after Yuriy Lypa, and Pavlo Kutsaba, a medical worker at the Lviv Regional Center for Emergency Medical Care and Disaster Medicine.
The deputy director of the district hospital was informed of suspicion of receiving illegal benefits (Part 3 of Article 368 of the Criminal Code of Ukraine). Two doctors are charged with aiding and abetting in receiving illegal benefits (Part 5 of Article 27, Part 3 of Article 368 of the Criminal Code of Ukraine). Investigators are identifying other people involved in the scheme.
The Lviv Regional Center for Emergency Medical Care and Disaster Medicine commented on the detention of their employee Pavlo Kutsaba.
The specified person is a technical worker, holds the position of a medical orderly (disinfector) and was not involved in the process of providing medical care. The Lviv Regional Center does not take any action in the EKOPFO (Expert Team for the Assessment of Daily Functioning of a Person) and in the preparation of relevant medical documentation

In addition, the Zacarpathian Regional Prosecutor's Office proved in court the guilt of one of the traumatologists from the village of Volovets, who was also a member of the medical advisory commission, in demanding illegal benefits for receiving disability .
