Kyivzelenbud officials exposed in corruption scheme

Employees of the State Bureau of Investigation and the National Police have uncovered a large-scale scheme of embezzlement of budget funds in Kyiv. According to investigators, the management of Kyivzelenstroy demanded bribes from contractors with whom it concluded contracts for the performance of works. The annual volume of "kickbacks" amounted to millions of hryvnias.
This was reported by the press service of the State Bureau of Investigation and the Prosecutor General's Office.
Investigators found that the head of the municipal association "Kyivzelenbud" and his first deputy systematically demanded and received bribes from entrepreneurs who won tenders for budget financing of works. The so-called "kickback" amounted to 15% of the amount transferred to them for signing acceptance and handover acts of completed works.
As the Prosecutor General's Office notes, in February alone, law enforcement officers documented five cases of entrepreneurs receiving more than UAH 3 million in illegal benefits.
The effectiveness of the scheme was achieved by appointing the "right" people to responsible positions, organizing a logistical system for collecting and delivering money, preparing participants for participation in the bidding, and covering up the scheme at the highest level. The scheme was integrated into the power mechanisms of the capital and operated according to clearly established rules.
Law enforcement officers have announced suspicion of six members of a criminal organization who were engaged in the systematic receipt of illegal benefits from contracting companies (parts 2, 3 of article 255, parts 3, 4 of article 368 of the Criminal Code of Ukraine). Among the suspects are the general director of Kyivzelenbud, his first deputy and the deputy head of one of the departments. The court has chosen for them preventive measures in the form of detention with the possibility of posting bail.
Previously, the Security Service and the National Police exposed a scheme to embezzle budget funds managed by the Kyiv City State Administration (KCSA).
We also reported that a former official of Kyivzelenbud overpaid 200,000 hryvnias during the renovation of a park in the Darnytskyi district of Kyiv . He faces eight years in prison.
