Case Against Ex-Health Minister Stepanov Sent to Court
The Specialized Anti-Corruption Prosecutor's Office and the National Anti-Corruption Bureau referred the case of former Minister of Health Maksym Stepanov and his accomplice, the head of one of the departments of the State Enterprise "Poligrafkombinat", to court.
This was reported by the press service of the SAPO.
According to the investigation, Stepanov demanded that the French company re-register the copyrights to the design elements of Ukrainian documents – a stylized trident and a map of Ukraine – to an Estonian company controlled by him. The company subsequently received royalties for using the design even after the official was dismissed. Part of the funds, including $124,790, were transferred to his daughter’s account.
In addition, the defendants are accused of misappropriating state-owned enterprise funds by overstating the cost of supplying holograms by 4–6 times.
The SAPO noted that in the case, the HACC has already passed guilty verdicts against four participants in the scheme. Almost UAH 180 million was collected as state revenue, and over UAH 20 million in damages were compensated to the enterprise. The defendants transferred another UAH 6 million to support the Defense Forces of Ukraine.

We previously reported that NABU and SAPO have completed investigating the case on suspicion of former Minister of Health Maksym Stepanov and five other individuals in receiving illegal benefits, legalizing income, and misappropriating over 20 million euros from a state-owned enterprise by inflating prices for the supply of holograms by 4-6 times.
