Odesa Clinic Suspected of Fraud Involving UAH 8.8m in Palliative Care Funds

A scheme to illegally receive over UAH 8.8 million for failing to provide palliative care to seriously ill adults and children has been uncovered in Odessa. Three individuals have been reported as suspects in the case. The Prosecutor General's Office reported this.
According to the investigation, the scheme was organized by a person who actually controlled a private clinic in Odessa. She involved the former director of the medical facility and a doctor in the illegal activity.
In 2024, the clinic provided services under the "Mobile Palliative Medical Care for Adults and Children" package within the framework of the Medical Guarantees Program. At the same time, some of the assistance to patients was not actually provided, but the electronic health care system indicated that the relevant services had been provided.
Based on this data, the medical facility received state funds for assistance that seriously ill patients did not actually receive in the declared amount. According to the results of the state audit, losses of over 8.8 million UAH were established.
The suspects' actions were classified as fraud on a particularly large scale, official forgery, and unauthorized actions with information committed by an organized group. The issue of imposing preventive measures on the suspects is currently being resolved.
We also previously reported that the head of one of the departments of the Voloshin Institute of Neurology, Psychiatry and Narcology of the National Academy of Medical Sciences of Ukraine, who, according to the investigation, entered inaccurate information in the income declaration for 2024, was reported under suspicion .
In addition, suspicion was declared in the Lviv region against a neuropathologist-psychiatrist at a children's hospital in Stryi region. According to the investigation, the doctor demanded a bribe from the father of a child with congenital defects for issuing free documents.
