The case of the ex-deputy chairman of the OVA, who burned himself for corruption: HACC scheduled a meeting

The higher anti-corruption court scheduled the case on September 17, 2024, on charges of embezzlement of UAH 9.2 million against Oleg Muratov, the former deputy head of the Odesa Regional Military Administration, and Andrii Notevskyi, the head of the public procurement monitoring department of the OVA.

According to the investigation, in 2022 Oleg Muratov, the deputy head of the Odesa OVA, in collusion with the head of the public procurement monitoring department of the Department of Economic Policy and Strategic Planning of the Odesa OVA Maryna Zinchenko, organized the purchase of food products to meet the needs of the population under martial law at unreasonably inflated prices. Such actions of officials caused losses to the state of 9.2 million hryvnias.

Investigators established the fact of embezzlement of budget funds during the procurement of stewed meat for its transfer to the Mykolaiv region. Purchases were made within the framework of the "Neighbors" project to ensure the food needs of the residents of the frontline regions.

According to the investigation, Muratov knew Notevsky well from working together in the State Audit Service, so he offered him to "make extra money" by helping the neighboring region. The owner of "Prodoptom" LLC Volodymyr Khomenko joined the corruption plan. Initially, they made an application for the purchase of one million cans of stewed pork for UAH 104 million at an inflated cost, but later reduced the amount to UAH 39 million. In order to facilitate the implementation of the plan, the main "financier" of the OVA, Maryna Zinchenko, received from the head of the OVA the authority to sign contracts and control the "humanitarian". And she appointed Notevsky as her subordinate - the head of the department of monitoring and regulatory activities of revenue management in the finance department.
