HACC lifts seizure of property in Krupa’s case

The High Anti-Corruption Court has lifted the arrest of the property of Khmelnytskyi LLC "Melnikova", which has ties to the family of the former head of the MSEC, Tetyana Krupa, suspected of illicit enrichment.

These are two hangars and a warehouse building at 5 Starokostyantynivske Shose Street in Khmelnytskyi. This property was recognized as material evidence and arrested in October 2024 after the former chief physician of the Khmelnytskyi Regional Center for Medical and Social Expertise, Tetyana Krupa, was served with a suspicion.
In court, a representative of Melnikov LLC argued that during the six months of pre-trial investigation, the investigation did not confirm the connection between his company and the aforementioned criminal proceedings. Moreover, the company purchased two hangars and a warehouse building for the purpose of demolition. In their place, apartment buildings are to appear. However, the seizure of the property does not allow for its dismantling.
A detective from the National Anti-Corruption Bureau behaved unexpectedly. He did not appear in court, while filing an application for consideration of the petition without his participation and did not object to the cancellation of the arrest. According to the law enforcement officer, the arrested property belongs to Melnikov LLC, not Solar Invest LLC (the family company of the suspect Krupa) and is not part of the latter's corporate rights.

For its part, Themis concluded that the seizure of property should be annulled as such, "which constitutes an unjustified and excessive interference with the property rights of persons who do not have procedural status in these criminal proceedings."
As Glavkom learned, in September 2024, the Khmelnytskyi City Council leased a 1.5-hectare land plot at 5 Starokostyantynivske Shosse Street to Melnykova LLC for a period of ten years. The purpose of the plot is for the construction and maintenance of a multi-apartment residential building with shopping, entertainment and market infrastructure facilities.
According to the analytical system Youcontrol, the co-founders of Melnikov LLC are two Khmelnytskyi residents, Lesya Kozachuk and Oleksandr Kayafa, as well as Elite Invest+ LLC and Solar Invest LLC. Each of the co-founders contributed UAH 1 million to the company's authorized capital. The ultimate beneficiaries of Melnikov LLC are Lesya Kozachuk, Oleksandr Kayafa, and Volodymyr Tkachuk.

In addition, Volodymyr Tkachuk, together with Solar Invest LLC, are co-founders of Ukr Hub LLC, which specializes in growing grain crops (except rice), legumes, and oilseeds.
The already mentioned LLC "Solar Invest" was founded and is owned by the Krupa family: Volodymyr Krupa, Tetyana Krupa and Alexander Krupa (son).
Let us remind you that Tetyana Krupa and her son Oleksandr are suspects in the EBK base.
We also reported that the Appeals Chamber of the High Anti-Corruption Court left Tetyana Krupa in custody, but reduced the alternative bail from UAH 230 million to UAH 130 million.
