Over UAH 50 million bail paid for MPs Nehulevskyi and Laba image

Two MPs from the Servant of the People parliamentary faction, Igor Negulevsky and Mykhailo Laba, who are suspected of receiving bribes for voting in the Verkhovna Rada, have been bailed at over 50 million hryvnias. This money was partly paid by the MPs themselves, as well as lawyers, a number of individuals and private businesses, including a company that previously bailed out former head of the Odessa CCC, Yevhen Borisov.

This is reported by journalists of "Scheme" with reference to sources in law enforcement agencies.

According to the journalists' interlocutors, 25.8 million hryvnias out of the 30 million bail set for Igor Negulevsky was paid by the company "Evagrain". According to media reports, the same company paid a bail of over 20 million hryvnias in November 2025 in the case of the SZCH for the former military commissar of the Odessa region Yevhen Borisov, whose family purchased real estate and cars worth millions of dollars on the Spanish coast during the full-scale war.

Evagrain specializes in “wholesale trade in grain, raw tobacco, seeds, and animal feed.” It also appears in BEB cases regarding alleged financial irregularities during the export of agricultural products. For example, in 2025, investigative agencies checked it for possible tax evasion.

Negulevsky contributed 2.9 million hryvnias. Another 1.5 million was contributed by lawyer Oleg Kuzyayev, who claims that he is not the MP's defense attorney in the "paid votes" case.

Of the 20 million hryvnia bail set by the court for another MP, Mykhailo Laba, he himself paid 499 thousand hryvnia. Three other people paid bail for him in separate amounts, ranging from 150 thousand to 3 million hryvnia.

The largest amount — 16.1 million hryvnias for the People's Deputy — was contributed by the company Tap City Service, which is registered in Kyiv. It also specializes in “wholesale trade in grain, unprocessed tobacco, seeds, and animal feed.” Since 2024, the beneficiary of this company has been Igor Protsenko, who was previously the deputy prosecutor of the Kyiv region and is now also a lawyer. According to Protsenko, he represents the interests of the People's Deputy as a lawyer, but declined to comment on the substance of the issues.

We also previously wrote that multi-million bails were posted for two suspects in the case of receiving bribes for voting in parliament. These are MPs from the Servant of the People party, Olga Savchenko and Yevhen Pivovarov.

At the end of December, NABU and SAPO exposed an organized criminal group that included current MPs. According to the investigation, the MPs systematically received bribes for the "necessary" vote in the Verkhovna Rada. The bribe amounts ranged from 2 to 20 thousand dollars.
