Deputy village head suspected of misappropriating UAH 1.5 million

The Vinnytsia Oblast police have announced suspicions against the deputy head of a village for embezzlement and forgery of documents related to major road repairs. Investigators believe that together with accomplices, he embezzled almost 1.5 million hryvnias from the community budget.

According to law enforcement, the "scheme" was organized by a 36-year-old deputy village head and two accomplices - a 40-year-old subcontractor and a 49-year-old businesswoman. Both accomplices were charged in August 2025. At that time, the police clarified that the organizers had taken possession of the money of the Orativ Village Council.
Police believe that an official, a subcontractor, and a businesswoman knowingly signed false documents that officially certified the full completion of the major repairs of a rural road. Almost 1.5 million hryvnias from the community budget were illegally transferred to the businesswoman's account.
During the pre-trial investigation, law enforcement officers established and proved the involvement in the crime of an official who, using his official position, signed forged documents that became the basis for the illegal transfer of funds.
The deputy head of a village from Vinnytsia region is suspected of two articles of the Criminal Code of Ukraine: appropriation of someone else's property on an especially large scale due to abuse of official position by an official, committed by prior conspiracy by a group of persons and under martial law, Part 5 of Article 191; issuance of knowingly false official documents by an official, Part 1 of Article 366.
If proven guilty, the man faces up to 12 years in prison with a three-year deprivation of the right to hold certain positions or engage in certain activities and confiscation of property.
