Large-Scale Draft Evasion Scheme Uncovered in Dnipro image

A large-scale mobilization evasion scheme was dismantled in Dnipro. TCP employees, military personnel, doctors, and civilians who were looking for clients and transferring money were exposed.

Thus, as a result of comprehensive measures, local employees of the TCP and the Joint Venture, military personnel, doctors, and civilians who acted as "intermediaries" for finding clients and transferring money were exposed.

The defendants unjustifiably entered serious diagnoses into the medical histories of the evaders and made fictitious medical conclusions about their unfitness for service. The forgeries were transferred to the TCP, where the clients were “written off” from the register or given a deferral.

The cost of such "services" was from 12 thousand US dollars per conscript.

Law enforcement officers gradually documented all the facts of the criminal activities of the suspects and detained five organizers of the transaction.

During the searches, medical documentation with ready-made false medical information, draft records, data carriers, as well as over 2 million hryvnia equivalent, likely obtained through criminal means, and weapons were found in the attackers' possession.

Currently, the detainees have been informed of suspicion (in accordance with the crimes committed) under the following articles of the Criminal Code of Ukraine:

  • Part 1 of Article 114-1 (obstruction of the lawful activities of the Armed Forces of Ukraine and other military formations);
  • Part 3 of Article 368 (acceptance of an offer, promise or receipt of an improper benefit by an official);
  • Part 3 of Article 332 (illegal smuggling of persons across the state border of Ukraine);
  • Part 1 of Article 358 (forgery of documents, seals, stamps and forms, sale or use of forged documents, seals, stamps);
  • Part 3 of Article 366 (official forgery).

The perpetrators are in custody. They face up to 10 years in prison with confiscation of property.

Earlier, the deputy chief physician of the Central Medical and Social Expert Commission (MSEC) of the Ministry of Health was detained in Kyiv while accepting a bribe. According to the investigation, the official promised to help a conscript obtain a Group II disability certificate for $2,000 , which would allow him to avoid mobilization and go abroad.

In addition, in November, the head of the Uzhhorod district TCP and the deputy commander of the territorial defense brigade were reported on suspicion of receiving bribes for assistance in avoiding conscription.
