The High Anti-Corruption Court left unchanged the preventive measure in the form of a bail of UAH 3.63 million, applied to the former head of the Kharkiv Regional Military Administration Viktoria Bilyavtseva. As is known, the anti-corruption court applied a preventive measure in the form of a bail of UAH 3.63 million to Bilyavtseva. The specified amount was paid for her by LLC "Names of the Newspaper "Izvestia". The suspect's defense lawyer requested to reduce the bail to UAH 908,400, since the risks have decreased, and the guarantor needs funds.

As a reminder, NABU and SAPO reported the suspicion to the head of the Kharkiv OVA and three other individuals. According to the investigation, in March 2022, the head of the Kharkiv OVA and the director of a private company concluded a tripartite agreement between the Kharkiv OVA, JSC "Ukrzaliznytsia" and the aforementioned LLC for the supply of food products.

The specified products were purchased under a state program for free distribution to the population in front-line regions and deoccupied territories.

Later, an official of the Kharkiv RMA, in collusion with officials of the LLC, forged documents about the alleged receipt of 235 tons of products from the supplier, which became the basis for Ukrzaliznytsia to transfer over UAH 15 million to his account. However, the paid products were never delivered.

In December 2022, the participants in the scheme learned about the existence of criminal proceedings in the National Bureau of Investigation regarding their activities. In order to avoid exposing the crime, an official of the Kharkiv RMA decides to disguise the failure to deliver the products to the population by the fact of their responsible storage. In the end, the RMA products were delivered and the damage caused was actually compensated.
