– the decision states.

Let us remind you that, according to the investigation, in 2018, a deputy of the Odessa Regional Council organized the conclusion of contracts for the installation of street lighting by the Tsebrykiv settlement head with a company controlled by him, bypassing tender procedures.

The participants in the conspiracy artificially divided the subject of the procurement into parts (separate streets of the settlement), each of which did not exceed UAH 1.5 million in terms of the cost of work, which allowed the customer to conclude contracts without using the electronic procurement system. This allowed the contractor to overstate the cost of the products by more than 6 times.

Later, the regional council member organized the forgery of acceptance certificates for completed construction work, in which false data on the costs incurred were entered. This became the basis for overpayment to the contractor. As a result, UAH 6 million was unjustifiably transferred to the account of his company.

Later, another episode was exposed - for the amount of UAH 10.4 million. In total, as a result of such actions in 2018-2020, the state suffered losses of UAH 16.4 million.

It was previously reported that a city council member is suspected of supplying low-quality uniforms to the Armed Forces of Ukraine.

We also wrote that businessman Dubinsky was released from pre-trial detention on bail of UAH 60 million.
