HACC set bail for ex–State Special Communications deputy head

The High Anti-Corruption Court applied a preventive measure in the form of a bail of UAH 242,240 with obligations to the former deputy head of the State Service for Special Communications and Information Protection, Viktor Zhora, within the framework of the case on damages of the Ministry of Social Policy. The Appeals Chamber of the High Anti-Corruption Court upheld the decision.
As indicated, on October 20, the anti-corruption court set bail for Zhora at UAH 242,240. He was also given the following obligations: to appear at the first summons; not to leave the settlement in which he is registered, resides or is staying without permission; to report any change in his place of residence and/or place of work; to refrain from communicating with a number of persons and to hand over his international passports.
The decision of the investigating judge of the High Anti-Corruption Court dated October 20, 2025 on the application of a preventive measure in the form of bail to the suspect (Zhora) shall be left unchanged, and the appeal of the defense attorney shall be dismissed. The decision shall enter into force from the moment of its promulgation and shall not be subject to appeal.

Previously, the HACC reduced the bail from UAH 10 million to UAH 9 million set for former Deputy Head of the State Special Communications Service Viktor Zhora in the case of embezzlement of state funds in the amount of over UAH 62 million.
