According to the investigation, he organized a scheme to issue medical certificates to recognize men as limitedly fit for service. The investigation found that the doctor offered to help patients obtain medical reports needed to be recognized as limitedly fit for military service, for money. As noted on the SBI website, the defendant offered his services, in particular, to military personnel undergoing treatment or rehabilitation after injuries. They reported the doctor's actions to law enforcement officers, as he, they said, was demanding money from patients who had real injuries and illnesses.

His services were also used by individuals who had no legal grounds for obtaining the relevant conclusions. During searches of the doctor's place of work and residence, SBI officers seized six mobile phones, other data carriers, medical documentation, and funds in various currencies for a total amount equivalent to over two million UAH.

SBI employees are checking the possible involvement in the illegal activities of other employees of the medical institution, as well as members of the medical commissions who made the relevant decisions. The doctor was informed of suspicion of receiving a bribe combined with extortion. The sanction of the article provides for up to 10 years of imprisonment with confiscation of property.
