In the Mukachevo district, the hospital director, the head of the department, and two doctors are suspected of entering fictitious data on patient treatment into the electronic system. Thus, the hospital unjustifiably received over 9.5 million hryvnias from the National Health Service, the website of the Transcarpathian Prosecutor's Office reported.

From its own sources, Suspilny learned that this refers to the Svalyavsk City Hospital and its director, Oleksandr Fizer, who is also a deputy of the Mukachevo District Council.

According to the investigation, in early 2025, the head of the department created a group in the messenger, through which the management monitored the implementation of the plan regarding the number of patients and the amount of information entered.

According to the department, from January to September 2025, doctors entered false data on more than 1,200 patients into the electronic health care system. The documents indicated that these people were receiving treatment using artificial lung ventilation (AVL). However, the hospital did not actually provide such services, and there was no corresponding device in the department at all.

After entering the data, the director signed the reports and sent them to the National Health Insurance Fund. It was on the basis of these documents that the hospital received an additional UAH 1 million in funding from the state budget every month. In total, from January to September, according to the expert's conclusion, the medical institution unjustifiably received over UAH 9.5 million in budget funds through this scheme.

The hospital director is suspected of abuse of office, committed repeatedly by a group of persons, which caused serious consequences (Part 1 of Article 28 - Part 2 of Article 364 of the Criminal Code of Ukraine).

The head of the department and two other doctors were notified of suspicion of aiding and abetting abuse of office and unauthorized actions in automated systems by a person who has the right to access them (Part 5 of Article 27, Part 1 of Article 28 – Part 2 of Article 364, Parts 2, 3 of Article 27 – Part 3 of Article 362 of the Criminal Code of Ukraine).

Both officials were suspended from their positions. The hospital director was taken into custody with the option of a bail of UAH 1.5 million, and the head of the department was placed under 24-hour house arrest with electronic monitoring.
