HACC denies prosecutor’s recusal in Lozynskyi bribery case

The High Anti-Corruption Court did not remove the prosecutor of the Specialized Anti-Corruption Prosecutor's Office from participating in the case on charges of former Deputy Minister for Development of Communities, Territories and Infrastructure Vasyl Lozynskyi in receiving $300,000 in illegal benefits through intermediaries from businessman Serhiy Kryvyi.

As a reminder, the SAPO referred to court the case of former Deputy Minister Vasyl Lozynskyi and four other individuals for requesting and receiving $400,000 in illegal benefits. In the summer of 2022, the Cabinet of Ministers allocated almost UAH 1.41 billion to the Ministry of Development of Communities, Territories and Infrastructure of Ukraine to provide the population with heat in the winter. The investigation established that at that time the entrepreneur suggested to the Deputy Minister to purchase mobile boiler plants under the direct contract procedure, since it was about urgent purchases of materials and equipment for the uninterrupted passage of the heating season.
The entrepreneur, having involved two more people in the implementation of the criminal scheme, prepared a proposal for the ministry with prices 25-30% higher than the market price. At the same time, the appearance was created that this cost was justified, since the entrepreneur involved companies under his control that offered similar equipment for an even higher price. Realizing the criminality of the actions and the consequences that the implementation of this scheme would entail, the deputy minister agreed to the entrepreneur's proposal for an illegal benefit.
