Supreme Court Upholds Verdict Against Former Poltava Road Agency Head
The Supreme Court upheld the verdict , which found the former director of the state enterprise "Agency of Local Roads of Poltava Region" Oleksiy Basan guilty of misuse of funds.
As is known, the High Anti-Corruption Court acquitted Basan due to the absence of elements of a crime in his actions. The Appeals Chamber of the High Anti-Corruption Court found Basan guilty of misuse of budget funds. He was sentenced to 2 years of service restriction with a deduction of 20% from the amount of monetary support to the state income and deprivation of the right to hold positions and engage in activities related to organizational, managerial and administrative and economic functions at enterprises, institutions and organizations of state and municipal property for a period of 2 years. Basan's defense lawyer and the prosecutor of the Specialized Anti-Corruption Prosecutor's Office filed complaints against this verdict.
The verdict of the HACC dated January 27, 2026 regarding (Basan – ed.) shall be left unchanged, and the cassation appeals of the defense attorney and the prosecutor of the Administrative Court of Ukraine, who participated in the criminal proceedings in the courts of first and appellate instances, shall be upheld.

Recall, the Supreme Court of Justice has assigned the case of the former director of the State Enterprise "Agency of Local Roads of Poltava Region" Oleksiy Basan to consideration. According to the prosecution, at the end of 2018, the head of the enterprise, at his own discretion, contrary to the requirements of the Budget Code of Ukraine, concluded contracts with companies for the implementation of a complex of works on the repair of local public roads for a total amount of almost UAH 29 million. In order to conceal the crime, the specified person decided to divide three sections of the road with a length of 118 km into 22 parts. However, the implementation of the specified works did not correspond to the directions for the use of budget funds. In addition, it turned out that the contracts were concluded without conducting an open bidding procedure, and the cost of the works themselves was overstated by more than UAH 5.5 million.
Such abuses by the head of the state enterprise caused the state, represented by the state enterprise, losses in the amount of almost 29 million UAH - this is how much money was unjustifiably transferred for the implementation of contracts. Today, the official's actions are qualified as a crime under Part 2 of Article 210 and Part 2 of Article 364 of the Criminal Code of Ukraine.
It was previously reported that the Supreme Court upheld the decision to confiscate a house with a land plot and a car worth UAH 786,000 from the former head of the Zaporizhia Regional TCP and SS, Gennady Yaremenko, as state revenue .
