Volyn doctor caught selling fake army-exemption papers

The head of one of the departments of the Volyn Regional Psychiatric Hospital was exposed in a corruption scheme. The suspect, in exchange for bribes, issued fictitious diagnoses to draft evaders, due to which they were declared unfit for military service.
This was reported by the press service of the regional prosecutor's office.
According to the investigation, the scheme operated from December 2024 to May 2025. The doctor issued men of draft age the necessary medical documents with fictitious diagnoses, on the basis of which they were declared unfit for military service during the military service.
The doctor was detained on May 7 while receiving another tranche of UAH 70,000 from a conscript. UAH 15,000 was seized during a search of the official's office.
According to the Volyn Post, the detained person is Pavlo Rykhlivskyi. He was charged with extortion and receiving unlawful benefit (Part 3 of Article 368 of the Criminal Code of Ukraine). The article provides for up to ten years in prison.
